This is a K9 Corps tradition going back many years. One goggie honors the flag (either going up or down) while the rest bow in all directions to honor the soldiers serving around the world.

I googled and couldn’t find it. So I’m guessing.
I think it is a label showing what “class” the dogs are in. These dogs may be new recruits, ie. freshmen. Or maybe they recently went through a training exercise that involved going without a collar.
I’ve found that the fastest way to get the correct information, is to make something up and post it. If I’m wrong someone will correct me soon enough. Since I have to different guesses, I have to be at least half wrong.
Dang, I typo’ed two to to. Now only the grammar and spelling police will respond.
It is possible that the red markings are simply to distinguish the dogs, from regular street dogs for not just the trainers, but from each other so they do not attack other K9 dogs.
My guess is that the red comes from “Betel Nut” which acts as a strong organic dye, common to South East Asia, and this looks like Thailand, or Taiwan perhaps.
aren’t dogs colorblind? oh, wait… forget I said that…the markings themselves would be enough, seeing as they’re not fur, I guess.
