     Judging from the length of his toenails, he may actually have lower spinal cord issues and not be able to use his back legs very well. I’ve seen such dogs sit like this; when it comes time to walk, their humans will sling a towel under their bellies and give them some back-half support. I did that a lot when I worked at a vet clinic.

       that’s a pretty strong assumption, dogs sit and drag their ass across the ground like that all the time, they usually just have an itch, or diarrhea or something
