if this is actually a case of a rare, but completely natural phenomenon, it still can’t be much fun; whippets have bery fine bones to make them faster, like racehorses. so having all the added bulk to it’s frame, can’t be helping him/ her, especially later on in life.

Annie had it right. This is Wendy, and she is, indeed, a real, unphotoshopped dog. She has a genetic disorder called myostatin deficiency. Dogs like Wendy cramp easily, but with TLC they live a good and happy life. Many have an overbite, and an unusually sweet personality. There was recently developed a genetic test for this disorder so that with careful planning of breedeing the disorder can be completely avoided.
Interestingly, dogs with just one copy of the gene mutation (carriers) MAY be faster than dogs without a copy. The whole idea, though, is to breed away from breeding dogs like Wendy.
She has been on TV too.. The Today show etc, plus in many magazines… and Annie quoted a good article. The mutation also exists in cattle, has been seen in Man, and elsewhere.
